The property known as 'The Landing' consists of approximately 115 acres and is located at the south end of Mt. Shasta Boulevard on both the east and west sides of the roadway. The property on the east side of Mt Shasta Boulevard is located just south of Church Street (APNs 067-010-010, 067-010-020). The property on the west side of Mt Shasta is just south of Ream Avenue and adjacent to Mountain View Drive which is directly east of the property (APN 067-010-020) and is located approximately 1.5 miles from the historic downtown core of Mount Shasta, providing proximity to existing civic, commercial, and recreational amenities. The site is the former location of lumber mill that has been remediated via an Environmental Protection Agency (EPA) Brownfield Grant. The site has been certified by California s Department of Toxic Substances Control (DTSC) and is subject to a few restrictions via a land use covenant (“LUC”).
The property was declared as surplus land by the Mt. Shasta City Council via Resolution CCR-24-04 on January 13, 2025. In accordance with Assembly Bill 1486, a 'Notice of Availability' was issued by the City on June 23, 2025, to solicit notices of interest from qualified parties to purchase the land from the City of Mt. Shasta for future development. At the end of the sixty (60) day noticing period, one notice of interest was received. The City is currently in the process of good faith negotiations with the one respondent.
In March 2026, the City issued a Request for Proposals for a consultant team to prepare a Conceptual Master Plan for The Landing. The selected firm, in collaboration with its consultants, shall prepare a comprehensive conceptual master plan that establishes the organizational framework and mixed-use development strategy. A total of 14 responses was received; the City interviewed the following five (5) teams:
GHD was awarded the contract on June 4th.
The conceptual Master Planning effort is anticipated to be completed within a five (5) month timeframe from Notice to Proceed. Town Hall, Planning Commission and City Council meeting dates are tentative.
